Project Management Director
SC Housing has partnered with SCDOT in a new and exciting way!
Because of the I-526 widening project scheduled to start in and around Charleston and North Charleston in the coming years, SC Housing will be assisting SCDOT with the creation of new homes- both apartments and single-family housing. The successful candidate for this Project Manager position will spearhead the efforts on behalf of SC Housing, through the construction, sale and mortgage financing for Single Family Housing. The Project Manager will be responsible for research, outreach and development of Requests for Proposal (RFPs) to procure the appropriate partners and vendors to complete the project, pursuant to the agreement in place between SC Housing and SCDOT.
The Project Manager will also partner with other SC Housing team members in offering technical and financial assistance for SCDOT’s Environmental Justice – First Time Homebuyer and Financial Literacy Programs, such as offering information to SCDOT on lending partners eligible to participate in the First Time Homebuyer Program, along with providing program information to displaced individuals and members of the community who may be interested in homeownership. Additionally, the Project Manager will facilitate technical support with drafting restrictive covenants to ensure affordability for low-income individuals and families.
Agency Minimum Qualifications*:
A bachelor's degree in business, public administration, accounting, finance or a related field of study and ten (10) years of full-time experience in the administration of federal grants, housing subsidy programs, housing management, housing construction, housing finance, real estate, mortgage industry and/or other housing related field. A minimum of four (4) years of project/program management experience which may be concurrent with professional experience.
*An equivalent combination of education and experience may be substituted to meet the agency’s minimum requirements. (i.e. 1 year of education = 1 year of related experience)
May include overnight travel and flexible outside of business hours.
Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations. Preferred Qualifications
• Master's degree or higher
• Working knowledge of state and federal housing programs
• Experience in data analysis and budget management
• Consulting experience, with a focus on operations management
• Proven success in a project coordination role
• Nimble business mind, focused on developing creative solutions
• Strong project reporting skills with a focus on interdepartmental communications
