HUD is reforming REAC Inspections, updating the inspection protocol to a new set of standards and rules called NSPIRE. The goal of NSPIRE is to realign REAC inspections to focus on health and safety, with a greater focus on the condition of units. Starting in October of 2023, HUD will begin implementing NSPIRE, and this will impact the operations of properties throughout affordable housing. In this session, we’ll discuss what owners and management agents need to do to prepare for the coming changes.
NSPIRE is more than just a new checklist of inspection items, it’s an attempt to align the inspection standards for all HUD programs, including CPD and Voucher programs. These new standards will also add new design requirements which may require property owners to invest in upgrades to their properties to meet NSPIRE’s new standards. Additionally, REAC’s new inspection procedures will include new online reporting systems, self-inspection requirements, and new consequences for failing scores.
Join Scott Precourt of US Housing Consultants to discuss the coming changes and challenges of the NSPIRE reforms.
In this webinar, he will discuss:
- New NSPIRE Scoring Methodology
- Online reporting system and requirements
- High level overview of NSPIRE standards
- Review of new design standards
- Impact of NSPIRE Changes on HOME, LIHTC, and other Programs
- All Programs that are currently subject to an inspection based on REAC standards
