Look no further! The SC State Housing Finance and Development Authority (SC Housing) is actively seeking a Development Finance Director.
Responsibilities of the Development Finance Director:
SC Housing's Development Division administers a diverse portfolio of housing development programs across the state of South Carolina to include Low Income Housing Tax Credit (LIHTC), HOME, SC Housing Trust Fund (SCHTF), National Housing Trust Fund (NHTF), and Multi-Family Tax Exempt Bonds programs. The Development Finance Director oversees the design and implementation of appropriate procedures for all financial aspects of programs within the Development Division. Additionally, the Development Finance Director will oversee the financial review and technical analysis of applications for funding in all programs within the Development Division.
In this position you will be responsible for:
• Ensuring federal and state laws and regulations, policies, and procedures are followed.
• Working with divisional leadership to plan, develop, enhance, implement, maintain, and support our internal policies and procedures.
• Initiating, planning, and executing various projects, programs, and other activities of the Development division.
• Working within the defined federal and state guidelines and utilizes discretion and judgment in solving technical issues in relation to all of these programs.
• Delegating tasks and responsibilities as appropriate or directed by Divisional Leadership.
• Managing and supporting the assessment of organizational needs and the design, implementation, and evaluation of services.
• Overseeing strategies and processes within the department.
• Assessing needs of operating, business, and functional units.
• Overseeing the design, development, and implementation of programs, policies, and strategies tailored to meet division needs and goals.
• Evaluating strategies to measure the achievement of established goals.
• Assisting with the provision of expert facilitation and coaching to supervisors and managers regarding divisional methods and tools.
• Preparing budgetary recommendations that meet division goals and provide for effective management of resources.
• Supervising a group of employees in various work units.
• Providing professional advice to the Deputy Director of Programs, Multifamily Development Director, and the Community Development Director in the application of divisional support systems and services.
• Assisting with succession plans by capturing, analyzing, and recommending organizational improvements and enhancements.
• Assisting with coaching divisional leaders to adapt to the changing needs of the organization.

Requirements
Agency Minimum Qualifications*:
A Bachelor's degree in accounting, finance, economics or a related field of study and ten (10) years of full-time experience in the administration of federal grants, housing subsidy programs, housing management, commercial real estate, property development, or other housing related field. A minimum of five (5) years of supervisory and managerial experience which may be concurrent with professional experience.
* Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.

Excellent organizational and leadership skills; Strong supervisory and leadership skills; Ability to exercise discretion and independent judgment on matters significant to the agency; Ability to independently organize multiple tasks and set priorities; Ability to work within strict deadlines; Outstanding knowledge of data analysis, reporting and budgeting; Knowledge of and ability to interpret laws, regulations policies, and procedures relevant to grant or program management; Excellent problem-solving abilities with an analytical approach; Extensive computer skills with proficiency in all Microsoft products; Excellent interpersonal and negotiation skills; Exceptional written and verbal communication skills; Ability to present and communicate high-level information to a non-technical audience.
Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations. Preferred Qualifications
- Master’s degree or higher
- Working knowledge of state and federal housing programs and of Section 42 of the Internal Revenue Code
- Certified Public Accountant (CPA)
- Certified Management Accountant (CMA) and/or a Certified Government Finance Officer (CGFO) Certification
- Development Finance Certified Professional (DFCP)
- LIHTC Property Compliance Certification (Novogradac)
