Description
Under limited supervision of the Executive Director, the Chief of Staff for SC Housing will provide direct leadership over Finance, Programs and Information Technology. You will be responsible for monitoring and guiding daily operations in alignment with the agency’s mission, vision, and values, ensuring directives are accomplished with maximum efficiency and through the most effective use of agency resources. As an executive leader, you will keep the Executive Director apprised of the activities and needs of your departments. You will direct cross-functional teams where it is expected that you will: respect and embrace diversity, develop and cultivate positive work relationships, extend your expertise to grow the mission of the agency, and serve as the agency’s leading authority on affordable housing.

Job Responsibilities
The Chief of Staff will have an immediate impact on our productivity by overseeing executive professionals in a variety of departments. In addition, the Chief of Staff:
  • Serves as an advisor for the Executive Director and Board of Directors.
  • Assists in developing and implementing the overall strategic plan and ensures the day-to-day operations of the agency are executed.
  • Drives continuous improvement throughout the agency ensuring alignment with organization priorities by working with other executive staff.
  • Acts on behalf of the Executive Director in their absence.
  • Provides leadership and supervision to the Financial Division of the agency.
  • Ensures compliance with all federal and state laws.
  • Ensures all required reporting is completed timely and all programs are funded appropriately.
  • Advises the Executive Director on all financial matters and compliance.
  • Provides leadership and supervision to the Programs Division of the agency.
  • Ensures that all agency programs are administered properly.
  • Assists in developing new agency programs and initiatives.
  • Oversees the agency’s Information Technology and Security Division.
  • Ensures agency and customer data is properly governed and appropriately leveraged in agency decision making.
  • Performs all other duties as assigned by the discretion of the agency.
Requirements
Agency Minimum Qualifications*
A Master's degree in business, public administration, accounting, finance, or a related field of study and ten (10) years of experience in the administration of federal grants, housing programs, non-profits, finance, government, or a similar field of work. Must have at least ten (10) years of broad-based senior-level leadership and/or supervisory management experience in an organization of comparable complexity, which may run concurrently with professional experience.
 
* An equivalent combination of education and experience may be substituted to meet the agency’s minimum requirements. (i.e. 1 year of education = 1 year of related experience)

  • Excellent organizational and leadership skills.
  • Exceptional written and verbal communication skills are essential.
  • Ability to interpret laws, regulations, policies, and procedures relevant to regulatory requirements and contractual obligations.
  • Must be able to deal with highly confidential information and to establish and prioritize duties as needed.
  • Knowledge of the federal and state legislative processes.
  • Work within strict deadlines.
  • Can exercise judgment and discretion to make sound decisions on matters significant to the agency.
  • Establish and maintain effective working relationships with department staff, co-workers, external partners, and customers.
  • Ability to manage work and provide guidance to leaders.
  • Aptitude to establish and maintain effective relationships with agency executives, government officials, as well as national and local agency partners.
  • Make presentations and prepare reports.
  • Working knowledge of state and federal housing programs.
  • Experience in data analysis and budget management
  • Must be able to operate motor vehicles and travel throughout the state of South Carolina, when necessary, including overnight travel.
Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations.
