NAHMA HUD Update: HUD Provides Additional Regulatory and Statutory Guidance; Funding for HUD-VASH Vouchers ; Eviction Prevention and Stability Toolkit

Two recent notices issued by HUD's Office of Public and Indian Housing regarding additional COVID-19 related statutory and regulatory waivers and alternative requirements, and the availability of additional funding for HUD-Veterans Affairs Supportive Housing (HUD-VASH) vouchers.

Please find below, two recent notices issued by HUD's Office of Public and Indian Housing regarding additional COVID-19 related statutory and regulatory waivers and alternative requirements, and the availability of additional funding for HUD-Veterans Affairs Supportive Housing (HUD-VASH) vouchers.
 
1.       Notice PIH 2020-13 (HA), Revision 1 provides additional COVID-19 statutory and regulatory waivers and alternative requirements for the Public Housing, Housing Choice Voucher, Indian Housing Block Grant and Indian Community Development Block Grant programs and supersedes Notice PIH 2020–05. This new notice provides additional statutory and regulatory waivers and alternative requirements (such as allowing PHAs to forgo third-party income verification requirements for annual reexaminations--including the use of EIV), extends the periods of availability for previously established waivers and alternative requirements, and issues technical amendments to several of the previously established waivers and alternative requirements.

2.       Notice PIH 2020-14 announces the availability of $50 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH) funding that will support approximately 6,000 new HUD-VASH vouchers, with Registrations of Interest due by September 15, 2020.

Additionally, the Office of Public and Indian Housing has created an Eviction Prevention and Stability Toolkit, which offers information and resources to PHAs and HCV owners and managers regarding ways to help stabilize families during and after the COVID-19 pandemic.
