Statement of Clarification
This is to clarify that submission of documents through the SC Housing Secure File Exchange online portal (see announcement below) is an option that is being provided to our owners and management agents based upon their feedback. While we highly encourage the use of this option for those owners/agents who have the capacity to submit electronically, it is not a requirement to do so; therefore, previous methods of submission will still be accepted.
Many of you in the Project-Based Rental Assistance Community have requested that we provide you with an electronic documentation submission method to streamline the process. We are excited about being able to offer you this option in January 2020. We encourage you to take advantage of this opportunity because it provides optimal security, better accountability, and is a more efficient and economical alternative.
Sent December 2, 2019: South Carolina State Housing Finance and Development Authority Secure File Exchange
Beginning January 2, 2020 owners and management agents will need to submit their contract renewals, rental adjustments and special claims documents through the SC Housing Secure File Exchange online portal. This is in an effort to continue to protect Personally Identifiable Information (PII) and reform the process for more efficiency. In addition, Contract Administration staff will no longer mail the finalized documents for contract renewals, rental adjustments and special claims to owners and management agents as they will be sent through secure encrypted email to the contact person(s) on file.
The SC Housing online file exchange is a secure and encrypted method to transfer files between external clients and the agency. This system is available 24 hours for your convenience. To access the system, each user must first create a new account. The Secure File Exchange can be found at schousing.com under the Business menu. Instructions can be found here:
When submitting a file, choose the appropriate department for Contract Administration.
When receiving a secure encrypted email from SC Housing for the first time, click on the email and click the link inside the email to set-up an account with ProofPoint. Enter first name, last name, email address and create a password. Once that step is completed the emails and attachments will be accessible to view. After the account is set-up, subsequent secure encrypted emails will require you to login with the password you created initially.
