NAHMA Update: HUD Secretary Releases Rent Reform Proposal

Today, HUD Secretary Ben Carson released a rent reform proposal titled “Making Affordable Housing Work Act of 2018.” The proposed legislative text includes rent increases on certain households and allows PHAs and owners to impose work requirements.

Under the proposal, PHAs and owners would only be required to verify income every three years, rather than annually.
 
The proposal requires congressional approval and is expected to be introduced in Congress soon. Please find the bill text and a section-by-section summary attached. A NAHMAnalysis is forthcoming.
