NAHMA HUD Update: HUD awards disaster recovery grants; HUD and DOJ announce nationwide initiative to combat sexual harassment in housing

1. HUD awards $28 billion to help states and territories recover from disasters
 
This week, HUD awarded nearly $28 billion to support long-term disaster recovery through the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. The grants include more than $12 billion to address unmet housing needs from major disasters that occurred in 2017, as well as funds to repair and upgrade the electrical grid in Puerto Rico and the U.S. Virgin Islands. The grants also include $16 billion to support mitigation activities in areas that experienced disasters since 2015, including actions to protect communities from damage predicted from future events.
 
CDBG-DR grants support a variety of disaster recovery activities, ranging from housing redevelopment and rebuilding, business assistance, economic revitalization, and infrastructure repair. HUD is expected to issue administrative guidelines for use of the funds to address grantees' long-term recovery needs, particularly in the area of housing recovery.

2. HUD announces nationwide initiative to combat sexual harassment in housing
 
This week, HUD and the Department of Justice (DOJ) announced the nationwide rollout of an initiative aimed at increasing awareness and reporting of sexual harassment in housing. The announcement comes on the 50th anniversary of the Fair Housing Act and includes an interagency taskforce, a public awareness campaign, and outreach materials.
 
The joint nationwide initiative builds on the Justice Department's announcement from October 2017 of pilot initiatives in D.C. and the Western District of Virginia, which generated an upswing in housing harassment reporting to the Department. During the pilots, the DOJ developed and tested ways to better connect with victims of sexual harassment in housing and with those organizations that victims may turn to for assistance.
