HUD Seeking Input on Revision to EBLL Threshold

On September 11th, HUD published a Federal Register Notice for Comment seeking public input on a revision to the elevated blood lead level threshold in HUD's requirements for assisted housing built before 1978.

On September 11th, HUD published a Federal Register (FR) Notice for Comment seeking public input on a revision to the elevated blood lead level (EBLL) threshold in HUD's requirements for assisted housing built before 1978. HUD intends to revise its EBLL threshold to 3.5 micrograms of lead per deciliter (µg/dL) of blood for a child under the age of 6, consistent with the Centers for Disease Control and Prevention's (CDC) current blood lead reference value (BLRV). This revision changes the threshold from the current level of 5 µg/dL. Required responses to EBLLs include environmental investigations of homes to identify potential sources of lead, and hazard control of housing-related sources of lead.

With this change, HUD assisted housing owners, managers and Public Housing Agencies will be required to respond to confirmed EBLLs cases at the lower level, if finalized in the FR. Comments are due by October 11, 2024.
