SECRETARY FUDGE CONVENES FIRST-EVER HUD TRIBAL INTERGOVERNMENTAL ADVISORY COMMITTEE MEETING

WASHINGTON - U.S. Department of Housing and Urban Development (HUD) Secretary Marcia L. Fudge hosted HUD's first-ever Tribal Intergovernmental Advisory Committee (TIAC) meeting at the Robert C. Weaver Federal Building. The two-day convening included Tribal leaders from across the continental United States and Alaska that make up the HUD Tribal Intergovernmental Advisory Committee. The meeting focused on Nation-to-Nation relationships with Tribal governments, Tribal Sovereignty, housing needs and challenges in Indian Country, and funding for Tribal housing and community development programs. 

“The U.S. Department of Housing and Urban Development's inaugural Tribal Advisory Committee is a result of the Biden-Harris Administration's commitment to strengthening Nation-to-Nation relationships, especially during a critical time for Tribal Nations,” said HUD Secretary Marcia L. Fudge. “It is important that Tribes help shape the policies and rules that impact their members and communities. HUD is fully committed to not just championing solutions on the federal level, but supporting our Tribal leaders as they pursue their own efforts.”

“I am pleased to join Tribal leaders from across the country for HUD's first ever Tribal Intergovernmental Advisory Committee meeting to discuss critical issues that impact so many Tribal members and communities,” said TIAC Co-Chair Jacqueline Pata, First Vice President, Central Council of Tlingit and Haida Indian Tribes of Alaska. “We focused on key areas as tribes and reinterred the purpose of self-determination in Tribal housing programs across Indian Country coupled with the needs and challenges a budget that does not reflect those needs. We appreciate Secretary Fudge, Deputy Secretary Todman, and HUD's efforts to build engaging relationships while discussing our issues with policymakers.


SECRETARY FUDGE TO HOST HUD'S 2023 INNOVATIVE HOUSING SHOWCASE TO FEATURE AFFORDABLE HOUSING SOLUTIONS

WASHINGTON – U.S. Department of Housing and Urban Development (HUD) Secretary Marcia L. Fudge announced that HUD will host the 2023 Innovative Housing Showcase on the National Mall from June 9 to 11, 2023. 

The Showcase is a public event to raise awareness of innovative and affordable housing designs and technologies that have the potential to increase housing supply, lower the cost of construction, increase energy efficiency and resilience, and reduce housing expenses for owners and renters. More than 2,500 people, including policymakers, housing industry representatives, media, and the general public, are expected to attend. There will be more than a dozen exhibits, including full-sized prototype homes, displaying innovative building technologies that address affordability, resilience, and the future of housing. This will be the third time HUD has hosted the Showcase on the National Mall, having done so in 2019 and 2022.      

“The Innovative Housing Showcase is an excellent opportunity for HUD to exhibit the creative approaches industry leaders across the country are taking to the building, design, and development of our nation's housing,” said HUD Secretary Marcia L. Fudge. “I invite everyone to join us on the National Mall this June to see our collaborators' ingenuity on full display.” 

Given HUD's mission to create quality, affordable homes for all, this event offers a unique opportunity to highlight innovative housing designs and technologies that improve quality and boost affordability.

To kick off the Biden-Harris Invest In America Tour and Fair Housing Month, Secretary Marcia L. Fudge stopped in Gwinnett County, Georgia, to meet with Rep. Lucy McBath for a property tour and roundtable discussion to highlight the Administration's progress in affordable housing and economic development.

Secretary Fudge and Rep. McBath toured the Good Samaritan Health Center, developed with a $2.4 million HUD Community Development Block Grant to obtain the building and complete renovations. Read the full story here.

On Tuesday, April 18, 2023, staff from the U.S. Department of Housing and Urban Development's (HUD) Jacksonville Office visited two local properties, Campus Towers and Patriot Springs on Market. These site visits were planned as part of an ongoing effort to expose new southeast regional staff to the challenges the region faces in the field to establish and maintain the physical health of the portfolio. The staff witnessed the successful contribution the region makes toward the Department's mission, in part, to support underserved communities, and also to provide quality affordable housing.

During the tour of Campus Towers, the staff observed a well-maintained property with a landscape and garden area. The popular common areas and amenities were actively in use by residents who expressed satisfaction regarding their experiences while living on site. Some of the units were under renovation to further improve living conditions. However all units visited by the staff met the required physical standards. In contrast, Patriot Springs on Market depicted challenges with some units requiring attention. 

Following the site visit, the staff participated in a Lunch and Learn at HUD's Jacksonville Satellite Office with the Regional Director, Mark Dominick and Asset Management Division Director, Laurelei McKnight, as well as members of the Resolution team. They were able to share strategies, tools and enforcement options HUD uses to promote and restore decent and safe living conditions for the properties in their portfolios. New members of the staff learned how their roles and responsibilities are performed in a collaborative manner to advance the regional impact toward HUD's mission.

On Tuesday, May 9, 2023, during Public Service Recognition Week, members of the U.S. Department of Housing and Urban Development's (HUD) Jacksonville office staff participated in a Health Walk as one of the ways to promote the theme, "Together Towards Tomorrow" with a collective total of more than 4.5 miles. Secretary Marcia L. Fudge's shared the theme along with some encouraging words in a message, "President Biden said it best: America's dedicated public servants are the lifeblood of our democracy. That includes every member of our HUD team, particularly our career workforce...over the week, we will have many ways to celebrate and recognize HUD team members at all levels. I encourage you to engage around this year's theme, “Together Towards Tomorrow,” and share your thoughts about why you serve."


A NEW CHAPTER FOR HUNDREDS OF FAMILIES AT MIRADOR LAS CASAS

Residents at Mirador Las Casas are looking forward to fully renovated homes. Besides new kitchen and bath cabinets, efficient plumbing and electrical systems, the tenants are anticipating a computer room, a refurbished basketball court, and redesigned walkways.

The 294-unit apartment complex located in San Juan is getting an investment of $96.2 million from a combination of permanent tax-exempt bonds, 4% Federal Low-Income Housing Tax Credits generating $26 million in equity and deferred developer fee, plus funds from HUD's Community Development Block Grant-Disaster Recovery program. Announced in March by Puerto Rico Governor Pedro Pierluisi, the rehabilitation is expected to be completed in 24 months.

The rehabilitation work is being carried out relocating families within the same project as it has 36 vacant units for this purpose. Once finalized, it will have 16 units for people with functional diversity, and three of them will be “sensory accessible” for citizens with hearing impairments. 291 units are supported by a Section 8 Housing Assistance Payment contract.

HUD members from the San Juan Multifamily program office attended the ceremony initiating the rehabilitation work in March and will be available for any assistance needed until the renovation of the 21 buildings containing 96 two-bedroom units, 144 three-bedroom units, and 54 four-bedroom units in complete.

Project upgrades will include infrastructure improvements, the replacement of the main sanitary sewer, primary and secondary electric power system, replacement of the telecommunications infrastructure, closed-circuit television (CCTV) camera system, electrical photovoltaic (PV) system and emergency power generator, a 15,000-gallon drinking water storage tank, and hydro pneumatic pressure system.

Additionally, the site will receive a new building for administrative offices and recreational spaces to support residents. Upgrades will also include a new gymnasium and the resurfacing of 300 parking spaces.


HUD TEAM CONCLUDES DISTRESSED CITIES AND PERSISTENT POVERTY TECHNICAL ASSISTANCE PROGRAM FOR COAMO, PUERTO RICO

The HUD Distressed Cities and Persistent Poverty Technical Assistance (DCTA) concluded technical assistance for the Municipality of Coamo, PR in March. Local Initiatives Support Corporation (LISC), the San Juan field office, and the DCTA HUD team have worked with the Municipality since 2019, through the 2020 earthquakes, the COVID-19 pandemic, and Hurricane Fiona in 2022. The technical assistance enhanced the Municipality's capacity to recover from Hurricane Maria in 2017 and other catastrophes throughout the engagement.

Recently, HUD Region 4 Regional Administrator celebrated the City of Greensboro exceeding their House America goals. Throughout the 18-month initiative, the city successfully rehoused 209 people experiencing homelessness and created 90 new units of permanent supportive housing for individuals and families that are incredibly low-income and at risk of homelessness.

Annually, the Southeastern Affordable Housing Management Association (SAHMA)
holds state conferences throughout the Southeast. Various speakers and representatives from the private sector, contract administrator offices, USDA, State Housing Finance Agencies, and HUD offices attend these conferences to provide training and guidance to participating owners, agents, and their staffs. HUD staff members represented the HUD Southeast Region at the Florida SAHMA
Conference in April 2023 by participating in many of the training sessions as a technical resource. Several properties that received high management and occupancy review scores and high REAC physical inspection scores were recognized during the conference.


CITY OF JACKSONVILLE BEACH CELEBRATES GRAND RE-OPENING OF PABLO HAMLET

The U.S. Department of Housing and Urban Development's (HUD) Jacksonville Field Office Director, Alesia Scott-Ford, attended a ribbon-cutting event to celebrate the grand re-opening of Pablo Hamlet, an elderly housing property located at 1600 Shetter Avenue in Jacksonville Beach, Florida that is financed by HUD through a Section 8/Housing Assistance Program (HAP) contract.

Construction on the rehabilitation project began in March 2021 and involved upgrades to the building reception area and the housing units. Pablo Hamlet consists of two buildings that include one hundred forty-four (144) one-bedroom units and ten (10) two-bedroom units.  At the event, the property highlighted their fifty (50) brand new one-bedroom units with open kitchen floor plans and all energy efficient appliances. 

The Property Manager, Melissa Gilreath, said these renovations were a long time coming and residents are very excited about the property's new look. The support of the community played a large role throughout the process.  Board members expressed their gratitude for the layered funding that helped make the vision of rehabilitation for Pablo Hamlet a reality.

SOUTHEAST REGION LAUNCHES ROBUST TRAINING INITIATIVE

In the Southeast Region, a regional training platform, first created in 2021 and expanded in 2022 by representatives of Asset Management and Production, will be robustly built upon by new hires on the Operations Team. Administrative Specialists Tricia Hodges and Peter Martinez will be dedicated to duties relating to a consistent and proactive training regime throughout the region with assistance from trainers and management in both program divisions.

The Southeast Region will have staff primarily responsible for securing training resources and opportunities. The effort to build up a training platform for the benefit of the entire region is a high priority of Southeast Regional Director, Mark Dominick.

The first regional trainings which have been scheduled are a year-long intensive “Boot Camp” series for new Asset Management staff and a collaborative series of training sessions with OGC on topics relating to Production and Asset Management. As the platform continues to grow and accelerate, it will include additional features such as Independent Development Plan (IDP) creation/tracking, recorded trainings being stored in the InCompass system, and the use of the InCompass system to log staff participation in regional training sessions.

REVISIONS TO CHAPTER 9, SECTION 8 RENEWAL POLICY GUIDEBOOK

The U.S. Department of Housing and Urban Development's (HUD) Office of Multifamily Housing Programs announced today updated guidance for owners of properties participating in its Section 8 project-based rental assistance (PBRA) program.

 The changes published today in Chapter Nine of HUD's Section 8 Renewal Policy Guidebook are designed to streamline the contract renewal process by making it easier for owners to prepare and submit the Rent Comparability Studies that are used to establish contract rents. The changes also clarify the conditions under which such rents may reflect the value of providing services to residents.

CAPITAL NEEDS ASSESSMENT (CNA) eTOOL REQUIREMENT

Housing Notice 2023-03 was published on March 29, 2023. This Notice provides guidance to lenders and servicers, third-party needs assessors, property owners, and HUD staff on the policy for submission and review of CNAs required for 10-year updates for Federal Housing Administration (FHA) insured properties, Rental Assistance Demonstration (RAD) Conversions, and several eligible asset management milestones.

Starting June 27, 2023, use of the CNA eTool is required for all CNA submissions, with a limited number of exceptions identified in the notice.  This notice applies to all FHA-insured properties that have a 10-year CNA update requirement.  Additionally, this notice applies to CNAs required for RAD Conversions, Housing Assistant Payment contract assignment requests where HUD has requested a CNA, and other eligible asset management milestones, such as Budget Based Rent Increase, for Sections 202 and 811 Project Rental Assistance Contracts, Partial Payment of Claims, or Transfer of Physical Assets.

The CNA eTool is required for all submissions except as indicated otherwise in this Housing Notice. The CNA eTool is not required for non-insured properties that have thirty (30) units or less. FHA-insured properties, regardless of size, are subject to the requirements in this notice.


NSPIRE SCORING CALCULATOR

The National Standards for the Physical Inspection of Real Estate (NSPIRE) protocol will be effective later this year- going live for multifamily housing properties on October 1st, 2023. HUD has created a tool which will help property owners calculate an estimate for their NSPIRE score. Please note that this is just an estimate, and the most important factor will be the condition of the property on the day of inspection.

PBRA GUIDANCE FOR POST-RAD

If you have completed a RAD conversion and have questions about Project-based Rental Assistance, please visit the Office of Multifamily's website that provides guidance to owners that have converted their projects to Section 8 PBRA authorized under RAD. This guidance applies only to conversions of public housing, Section 8 Moderate Rehabilitation (Mod Rehab), Rent Supplement, Rental Assistance Payment (RAP), and Section 202 PRAC assistance to PBRA. It does not apply to RAD conversions of assistance to Project Based Voucher (PBV) assistance.

SUBMITTING PRAC RENEWAL BUDGETS

The U.S. Department of Housing and Urban Development (HUD) requires all Project Rental Assistance Contract (PRAC) budgets be submitted according to their current renewal cycle.  In order for HUD to adequately review and process the request for renewal of a PRAC, submit the property's operating budget, at a minimum, 120 days prior to contract expiration. 

If requesting an increase in project rental assistance, the request cover letter must detail project needs and summarize the reasons why an increase is needed, including any necessary increases to the Reserve for Replacement account.

If the submissions are not received as detailed above, renewal contracts may be issued to owners with no change in contract rents to avoid a prolonged lapse of PRAC assistance agreements. Owners must submit the completed HUD Form 92547-A, via email to the appropriate incoming mailbox according to the location of the assigned Account Executive.

Clarence Quarterman has been promoted to Branch Chief in the Jacksonville office. He is originally from Louisville, Georgia and joined HUD in 2018. He is a retired veteran and served in the United States Marine Corp, United States Air Force, and the United States Army. He holds a bachelor's degree in Marketing and a master's degree in Human Resources Management. Prior to joining HUD, he worked as a Branch Manager and Home Mortgage Consultant for Wells Fargo Bank and as a Loan Specialist in the Multifamily division of USDA Rural Development. In his free time, he enjoys playing golf.

Asia Veal has been promoted to Senior Funding Specialist for the Southeast in the Jacksonville office. She joined HUD in 2020 as an Account Executive and transitioned to a Funding Specialist in 2022, where she played an instrumental role in ensuring our funding actions were completed during the time of position vacancy. She is a native of Mississippi and holds a bachelor's degree in Public Relations from the University of Southern Mississippi.  Prior to joining HUD, she worked for the Social Security Administration as a Benefits Authorizer. She has served as a mentor, co-mentor, trainer, and the OneNote Subject Matter Expert (SME) for the region. In her free time, she enjoys traveling, DIY projects and trying new recipes.

Erica Shaw has been promoted to Lead Grants Management Specialist for the Southeast in the Jacksonville office. She joined HUD in 2017 as an Account Executive and transitioned to a Grants Specialist in 2019.  She has also held the role of Editor for our Southeast Quarterly Newsletter since 2019. She is originally from Jacksonville, Florida and is a veteran of the United States Air Force. Prior to joining HUD, she worked in the Housing and Community Development Division for the City of Jacksonville. She holds a bachelor's degree in English from the University of Central Florida and a master's degree in English/Creative Writing from the University of California-Riverside. In her free time, she enjoys traveling the world, creating ceramic and metal art, reading, writing, and spending time with family.

Horace Nelson has been promoted as an Account Executive in the Jacksonville office. He is originally from Jacksonville, Florida and prior to joining HUD, he worked in property management as a Regional Property Manager. He holds a bachelor's degree in Sociology from the University of North Florida and a master's degree in Organizational Management from the University of Phoenix. In his free time, he enjoys fishing, grilling with family and friends, and watching professional and college football.

Jackie Wells has been promoted as an Account Executive in the Jacksonville office. He is originally from Orlando, Florida and is a veteran of the United States Army. Prior to joining HUD, he held multiple Housing roles as a Housing Manager, Realty Specialist and Leasing Agent. Some fun facts are he's vacationed in the Maldives Islands and prefers to reside in warm climate areas.

Jeremy Locklear has been promoted to Branch Chief in the Atlanta office. He has been with the Multifamily Asset Management for 12 years, most recently holding the role of a Senior Account Executive. He is a veteran of the United States Navy and prior to joining HUD, he worked in financial services and mortgage banking. He holds a master's degree in Public Administration from the University of Alabama at Birmingham. In his free time, he enjoys traveling, motorcycling, relaxing on the boat with a good book, or grilling steaks for the family.

B. Felita Guy, has been promoted to Senior Account Executive in the Jacksonville office. While working for HUD, she has participated in and conducted peer to peer training sessions for her teammates and colleagues. Prior to her current role, she served as a Community Planning and Development (CPD) Representative in the office of Community, Planning and Development in the Columbia, SC Field Office. In her free time, she enjoys living in the Sunshine State and spoiling her grandchildren. 


PETER

Peter Martinez is a new Administrative Specialist in the Jacksonville office. He was raised in Bronx, New York and is a retired veteran of the United States Navy. He holds a bachelor's degree in Business Management/Human Resource Management from American Military University and is a Magna Cum Laude graduate. In his free time, he enjoys fishing and hunting.


LORETTA

Loretta Burgess is a new Account Executive working in the Jacksonville Office, but reporting to Atlanta. She is a veteran of the United States Army. Prior to joining HUD, she worked in mortgage banking specializing in loss mitigation, natural disaster and title work. She has one child. 


JWEBB

(James) Tyler Webb is a new Account Executive in the Atlanta office. Prior to joining HUD, he worked in affordable housing and regulations and lived extensively overseas. He recently received a master's degree in Public Administration and Policy from American University. He is expecting his first child.


SHANNON

Shannon Bryan is a new Housing Program Assistant in the Atlanta office. Originally from Michigan, she worked as a special education teacher, Peace Corp volunteer, and for the Centers for Disease Control and Prevention prior to joining HUD. In her free time, she enjoys hiking, camping, spending time with friends and family, board games, movies, reading, gardening and listening to true crime podcasts.


JAMES

James (Jim) Clayton is a new Account Executive working in the Jacksonville office, but reporting to Atlanta. He is a veteran of the United States Marine Corps and a business owner. He is currently pursuing a Ph.D. in Conflict Resolution.

Estelle Ebele is a new underwriter in the Atlanta office. She is a veteran of the United States Army and worked as a human resources specialist. She has an master's degree in Human Resources Management from Webster University and a bachelor's degree in Legal Studies from Wayland Baptist University in San Antonio. She is a native French speaker.

Christina Upshaw is a new underwriter in the Jacksonville office. She is originally from Merrillville, IN and relocated to Florida in 2021. Prior to joining HUD, she worked in the civilian, state, and federal sectors, most recently with the Social Security Administration in the Office of Hearing Operations as a Legal Specialist. She holds a bachelor's degree in Business Administration/Management and recently completed her MBA.

Douglas Mroch is a new Construction Analyst in the Jacksonville office. He grew up on a farm in rural Wisconsin and prior to joining HUD, he worked in a variety of roles that include Building Inspector, Mass Appraisal Assessor
