Proposed Rule - Multifamily Housing Section 538 Guaranteed Rural Rental Housing Prioritization Criteria

The Rural Housing Service Office of Multifamily Housing published a proposed rule on Tuesday, January 31, 2023 (Federal Register /Vol. 88, No. 20) to amend the current regulation for the MFH Section 538 Guaranteed Rural Rental Housing Program (GRRHP).  This proposed rule is to align the prioritization criteria for applications in the Section 538 regulations with the prioritization criteria identified in the Housing Act of 1949.

Community Compass Technical Assistance and Capacity Building Program NOFO Open for Applications

The FY22/23 Community Compass Technical Assistance Notice of Funding Opportunity (NOFO) is now open for applications. Applications for this two-year Community Compass Technical Assistance NOFO are due to HUD by 11:59:59 PM EST on March 28, 2023.  HUD will also award FY 2023 funds based on this single NOFO competition at funding levels comparable to FY 2022.

HUD Issues Notice of Modification to the Demonstration to Assess NSPIRE and Associated Protocols

HUD recently issued a notice of modification (also attached) to the Demonstration to Assess the National Standards for the Physical Inspection of Real Estate and Associated Protocols (NSPIRE). Through this notification, HUD is informing Demonstration participants who are subject to HUD's Multifamily Housing program that they will receive an inspection of record through the NSPIRE demonstration unless they opt out of the demonstration, in which case they will receive an inspection of record through the Uniform Physical Condition Standards (UPCS).

Biden-Harris Administration Announces New Actions to Protect Renters and Promote Rental Affordability

The Biden-Harris Administration is announcing new actions to increase fairness in the rental market and further principles of fair housing. These actions align with a new Blueprint for a Renter's Bill of Rights that the Administration is also releasing today. The Blueprint lays out a set of principles to drive action by the federal government, state and local partners, and the private sector to strengthen tenant protections and encourage rental affordability.

HUD Announces Over 100,000 Families & Individuals Housed Through "House America" Homelessness Initiative

U.S. Department of Housing and Urban Development (HUD) Secretary Marcia L. Fudge today announced that states, municipalities, and tribes who joined House America have housed more than 100,000 households experiencing homelessness and added over 40,000 affordable housing units into development. HUD organized leaders from 105 communities across 31 states and territories and the District of Columbia to join House America and provided technical assistance to reach these goals. Launched in September 2021 by Secretary Fudge in partnership with the U.S. Interagency Council on Homelessness (USICH), House America is an all-hands-on-deck effort to address the nation’s homelessness crisis.

HUD Proposed Expanded Support for Housing Counseling Services Tailored to the Needs of Tribal Communities

The U.S. Department of Housing and Urban Development’s (HUD) Office of Housing Counseling is announcing today that it published a proposed rule in the Federal Register outlining housing counselor certification requirements for housing counseling conducted in connection with the Indian Housing Block Grant (IHBG) and the Indian Community Development Block Grant (ICDBG) programs. When final, HUD expects that the rule will help expand the number of certified housing counselors serving Tribal communities.

Section 538 Guaranteed Rural Rental Housing Handbook Revisions; Build America, Buy America Waiver Expires Next Month

USDA Rural Development’s (RD) implementation waiver for the Build America, Buy America Act (BABAA) will expire on Feb. 3, 2023. After that date, all non-Federal organizations receiving RD financial assistance for infrastructure projects will be required to exclusively use iron, steel, manufactured products and construction materials manufactured in the United States.

HUD Announces $5.5 Million in Funding Opportunity for Hispanic Serving Institutions

The U.S. Department of Housing and Urban Development (HUD) announced that it will make available $5.5 million for Hispanic Serving Institutions (HSIs) to establish research Centers of Excellence (COEs) to conduct housing and community development research. This funding opportunity will help strengthen capacity and invest in innovative and actionable research to address issues regarding housing, economic development, and the built environment for underserved communities.
