HUD Issues Notice on Stability Vouchers to Address Unsheltered Homelessness and Homelessness in Rural Areas

HUD has recently issued a notice (attached) for 4,000 new Stability Vouchers (similar to the Emergency Housing Voucher Program) that seek to address unsheltered homelessness and homeless encampments.

P2 will actively continue to collaborate with industry partners seeking regulatory relief from the Agency to adopt tenant selection plan preferences for families or individuals experiencing homelessness.  Mitigating barriers to housing families and individuals experiencing homelessness continues to be a priority initiative for the Administration and the Agency.  P2 remains committed to working with owners, lenders, and other public-funding agencies to resolve the regulatory barriers that prevent such tenant selection plan preferences from being implemented and will proactively work to provide such regulatory relief.

Housing Assistance Payment Support Services Draft Solicitation Comment Period Extended

Today we extended the comment period on the Housing Assistance Payment (HAP) contract support services draft solicitation until 4 p.m. ET on September 28, 2022. We value detailed feedback on the draft solicitation, and this extension will allow many of our stakeholders the time they need to submit thoughtful comments.

HUD AWARDS $41.3 MILLION IN HOUSING COUNSELING GRANTS

The U.S. Department of Housing and Urban Development’s (HUD) Office of Housing Counseling is announcing today that it has awarded $41.3 million in grants to support the vital services performed by the nation’s housing counselors.

NAHMA GRASSROOTS ALERT: Please Urge Congress to Support Affordable Housing and Rental Assistance Programs that Preserve, Rehabilitate, and Create New Affordable Housing

Congress is in recess and Lawmakers are back in their Home Districts.  This is an excellent opportunity to remind Lawmakers on the importance the work you and your staffs in communities across the country. Over the next few weeks, Congress is negotiating annual funding to keep the federal government operating after Sept. 30.  This is a great opportunity to advocate for increased investments in affordable housing and rental assistance programs.

NAHMA Update: Request for Comments on NCSHA's Recommended Practices in Housing Credit Administration

The National Council of State Housing Agencies (NCSHA) is seeking industry comments on their revised Recommended Practices in Housing Credit administration.  The Recommended Practices and accompanying survey document are attached and cover all areas of state administration of the Housing Credit program, including development, underwriting, and compliance.

FSS Action Plan Review for Multisite Owners

As a reminder, action plan updates for all currently operating FSS programs must be submitted to Account Executives by September 30th. FSS programs may not enroll any new participants until updated action plans are approved.

FHA Revises Policy for Disbursement of Funds for Reserve for Replacement Accounts

The Office of Multifamily Housing recently published Housing Notice 2022-04/Mortgagee Letter 2022-12, introducing its new policy for delegating the process for approving borrowers’ requests for disbursement of funds from Reserve for Replacement (RfR) accounts to lenders.
