The U.S. Department of Housing and Urban Development today published the Management and Occupancy Review (MOR) Rule and Notice in the Federal Register, effective in 90 days on 9/26/2022. NAHMA HUD Update: MOR Final Rule and Schedule Notice Published

Please find below (and attached) the Management and Occupancy Review (MOR) final rule and a notice establishing MOR schedules recently published in the Federal Register. This final rule amends existing regulations related to MORs for the following seven project-based Section 8 programs administered by the Office of Multifamily Housing Programs.

On June 14th, 2022, Rural Development (RD) released Version 8.2.1 of the Preliminary Assessment Tool (PAT).  RD underwriters utilize the PAT to document Multifamily (MFH) transfer and Multifamily Housing Preservation and Revitalization (MPR) decisions.
